Hi Stefan,
There's a good GUI tool, JRC Editor (http://www.zaval.org).
When you open the main resource file (such as messages.properties), it opens
and shows all
localized resource files also to compare files.
You can enter localized messages and compare all items.
Also, if you select any resource key node without modification and click save
button, then the
tool adds a default resource key automatically.
I think it can help you.
