If you go into /desktop/ and choose edit, this section of the page's
theme stays the same regardless of what layout theme/portlet theme you
choose.
Could you send me the screen shot? We don't accept attachments on this

I'll have a look at the problem. I thought all aspects of the
decorator were made configurable
So Im interested to see what part is not....
