I think this is a general problem. It's no good to have 10000 portlets on 
one customizer page, however it doesn't help much to have 100 pages with 
100 portlets each... Some better mechanism of content management is needed 
(hierarchical ordering or a few base portlets that can be configured itself 
(e.g. one newportlet that let's the user choose in a second step, which 
news channels it's supposed to display)).
The bottom line is: I don't think can solve this in a good way for alpha 1. 
So for the moment I added a key to JR.p that let you set an limit for the 
maximum number of portlets that are displayed by the customizer (all other 
will never appear...).
