Baballa said that his immediate plan was the provision of security in order to maintain law and order in the city, reorganize and clean up Juba City before the 9th of July. Alhaj clarified that the money will be used in building and transforming Juba into a modern city. The programs and projects will be run by Juba City Council based on priorities. “We have been taking money from people, and all the Payams have been paying their taxes and revenues, so, the money has to go back to the people through services and this is the spirit I want to see as a Mayor.” Alhaj said. “The Bill Gates and Melinda Gates Foundation have donated to Juba 5 million USD. Yesterday, I was in contact with them and they want to transfer that money into our account.” He added. According to the Mayor, NGOs and the International donors are offering some services. He promised that Juba will not be the same again during his time in office. The Mayor is accountable to the City Councils and second to the Governor according to the law. Juba County has 16 Payams (Sub - Counties) and only three are under the Mayor, these are Kator, Juba and Munuki Payams. The Mayor said that the City Council is to review all the contracts signed for the cleaning exercise of Juba, because they want a company which can clean Juba after every three days, and those who will not comply, their contracts will be cancelled.
