RUMBEK, 17th May, 2011 [Gurtong] - Lakes State Minister of Labour and
Public Services, Hon. Marina Martin Legge has challenges over
government institutions that don’t follow the right procedures of
public services in the State.

Hon. Marina said that various Lakes State Ministries and institutions
were not adhering to the right process of public services in
recruiting new staffs and procedures of dismissing insubordinate
staffs.

“The Labour and Public Services Ministry carried out a survey
recently, checking employee’s files from all the Ministries of Lakes
State to establish employment history,” said Legge and added that,
“the established committee noted that most of employees were paid very
little while others had no files in their respective institutions.”

The exercise was for the Labour Ministry’s human resources development
knowledge to assess the status of each employee in Lakes State. The
exercise was also to fulfil some of the Ministry objectives as a final
report is to be released soon for transparency and accountability.

“The government is now putting up policies that will regulate the
employment of government officials through a modality portraying
competency, hence, prevents nepotism and corruption in the State,” she
revealed.

After the audit exercise, the committee will list all the employees
with files and those without would have to present their professional
credentials for employment.

All verified files with verity stamp by public services team will be
locked up at the Ministry of Public Services with serious monitoring.

Marina justified her statement saying that all staffs screened by the
Public Services will be served without random dismissal by their
bosses. “Firing of staffs has become a common culture in the Lakes
State system over minor issues that cannot facilitate dismissal of a
civil servant.

She explained that, when someone employs you, you have to start in the
first segment and then after a confidential report from your director
general or from your directorate, then you’re entitled to a promotion.

The Minister affirmed that Lakes State still lags behind in such key
human resource procedures and need be enforced in the various
institution and Ministries.

“In our State, whenever somebody is appointed, the employee is
accorded segment four unprocedurally.” Marina confessed and continued
that, “there are promotions in their respective institutions without
consultation from the public service and that is not the right
procedure.”

“There are a good number of employees in the Ministries who are paid
through local revenues and are not reflected in nominal roll also,
this means we are not following Public Services procedures,” Marina
noted.

The Minister also noted with concern that, “there has been no new
recruits to government offices since 2006 but an indication of salary
increment to the current staff speaks volume. This employment anomaly
is hell to the State employees."
