Interim Constitution To Be Promulgated Before Or Early On The 9th Of July
News from Sudan Radio Service
9 June 2011—(Juba) —The former Member of Parliament in the National
Assembly, said that the interim draft constitution will be promulgated
before or early morning on the 09th of July.

Pascal Clement on Wednesday said that once the constitution is
promulgated by the president, then it becomes law and starts governing
the country.

[Pascal Clement] “After the assembly passes, it goes to the president
and once the president signs, it becomes law. This is when the
constitution will start work immediately. So the president cannot sign
the constitution unless it’s passed by the assembly, it means the
assembly is very important in passing the constitution and also the
president is very important in signing it. So the constitution is
supposed to start work mid night of 08th or the early morning of 09th
July. So we assume that all this process will finish and the president
has to sign it before the 09th July.”

Mister Clement added that this constitution is an interim constitution
which shall take the country through to the permanent constitution.

[Pascal Clement] This constitution is what is called interim
constitution, it means after this constitution there will be permanent
constitution, so this constitution is what will take us for the coming
interim period probably which will be four years, after that we will
draft a permanent constitution.

Earlier this week, Southern Sudan Legislative Assembly organized a
public debate on the draft constitution for interest groups raise
their views.
