Both. The vast majority of polling is done via SNMP though, but certain things such as the apache, ntp and obviously TCP Port interface types do not use SNMP.

With enough time and skill you can monitor anything. I've setup JFFNMS to monitor things with an SNMP implementation that could only be called diabolitcal, no idea why vendors ship junk SNMP. > 5. A trigger matches off an event or alarm. A trigger makes an action happen. Actions that come with it are email and SMS. With about 10 lines of PHP you can make it do anything. > 7.
