Try to find any corruption on your alarms or events table with myisamchk
An event become the UP event of a Down alarm when the Event Type and Interface
ID matches.

alarm events. After looking in the alarms table, I see the down alarm
and the matching down event entry, but I'm trying to determine where the
up event is getting missed in the match. If I kill the down alarm in
the table, the interface goes back to normal, but I would rather try to
