I had similar issue,
you need to make sure that you have the RW snmp string set in the hosts table, the TFTP server ip address set to the JFFNMS machine, and also, if you have IPTABLES setup make sure that you allow TFTP to go thru.

from my /etc/sysconfig/iptables file
-A RH-Firewall-1-INPUT -p udp -m udp --dport 69 -j ACCEPT

On one new machine we get a new error every morning every day:
16 Aug 04:02:02 Administrative CPU Host Config Transfer Error Getting File
 
anyone knows what this error means ? can't find anything on google...
