The debian jffnms server doesn't run any firewall
I
only use a Read community to get the variables from the server, and we use No
Tftp server or anything.
i
saw there was a trap configured on the server that is generating this error. i
removed the trap now, and we will see tomorrow morning if the error is
still generated.

I had similar issue,
you need to make sure that you have the RW snmp string set in the hosts table, the TFTP server ip address set to the JFFNMS machine, and also, if you have IPTABLES setup make sure that you allow TFTP to go thru.
from my /etc/sysconfig/iptables file
-A RH-Firewall-1-INPUT -p udp -m udp --dport 69 -j ACCEPT
