It means JFFNMS failed to transfer the configuration of the router to
the NMS. It can be caused by:

* Incorrect SNMP *read/write* string
* Incorrect SNMP setup (ag access-group) on device
* Firewall between device and NMS
* TFTP server or SNMP string not put in or put in correctly on NMS
* No TFTP server on NMS
* TFTP server does not point to same directory as JFFNMS does
* JFFNMS cron user does not have write access to directory
* TFTP server chrooted
* Incorrect transfer type in host setup

Run the program on the command line for one host.  If it works for
some and not others you know the TFTP server is ok.
