          And needs other than your own, and your community's, are real as 
well.  And the fact that those sometimes trump those you hold as highest is a 
part of life.

          I have not failed to acknowledge the hardships, I have not stated nor 
implied that unnecessary obstacles should be encouraged or tolerated.  I have 
said, and will continue saying, that there are concerns other than 
accessibility that will come into play, and will sometimes take precedence, and 
legitimately so.  Trying to find alternatives to those barriers should be 
something that occurs as quickly as possible, but sometimes "as quickly as 
possible" will not be quick.

          My refusal to say accessibility trumps all is no accident, and I make 
no apology for believing that.
