Here is an easy way to protect yourself. I have never had to restore files to the prefetch folder, but if need be, it can easily be done with the recycle bin restore command. I suggest first deleting everything from your existing recycle bin, then do the prefetch files deletion. If you delete the contents of the prefetch folder, the files will simply be moved to your recycle bin. That way, only the prefetch files will be in your recycle bin, and with a simple restore command, you can put everything back the way it was. To do a restore, just press the alt key when you first bring up the recycle command; restore all files will be the first choice.

You may find that you don't have access to that folder unless you have administrative wrights, which may be the case where you work. My conclusion from the Google results is that the items in the folder affect how long it takes for Windows to boot up and frequently used programs to launch.
