I'm new to MS-Windows, MS-Office and Outlook, and I found myself dealing with this issue last week. (I've used a number of other e-mail clients on several operating systems over the years, and I also have a little experience of e-mail server administration under Linux, so I'm not unfamiliar with the technology and the concepts.)
After searching the Web for answers, the solution that I found on a Microsoft documentation page is to go to the message list, access the context menu with shift-F10, then type "h" to choose the "attachment" menu option.
