I'm not sure that it can be done with a single hotkey but you can change voice profiles with jaws+scrl+s, and you can create a voice profile that uses a different language synthesizer by default.
But I would say that is generally the wrong approach, instead I would add Japanese to the region and language settings control panel, and if you then switch between the system regions programs that can deal with that will automatically pick up on it. If you add an additional language profile like that you can then switch between them with alt+left shift.
