Thanks for the thoughtful review. I removed `markdown-it-py` and replaced the parser-based formatter with a conservative standard-library scanner. It wraps plain top-level prose and preserves Markdown or ambiguous paragraphs as written. Removing the dependency also avoids installing it in the other workflows that use the shared Python setup action. I added local `unittest` coverage for the Jira reproductions, inline Markdown and tables, `Reviewers:` continuation parsing, and idempotence. The tests load `pr-format.py` with `importlib`, and a separate read-only `pull_request` workflow runs them when the formatter or its tests change. All six tests pass locally with `python -S`, along with Python compilation and `git diff --check`. The changes are in commit `85ddf378d2`.
