One more thing: the current formatter always writes the description back with `\n` line endings. This PR keeps the original line endings and skips the write when nothing changes. Descriptions edited in GitHub's web editor use `\r\n`, so this would be a regression: `\r\n` would start reaching trunk commit messages again. Could the formatter normalise line endings to `\n`, with a test that a `\r\n` description comes out with `\n` only? -- This is an automated message from the Apache Git Service.
