Ref : https://issues.apache.org/jira/browse/KAFKA-21377 --under-min-isr-partitions and --at-min-isr-partitions compared the ISR size with the raw min.insync.replicas, while the broker (Partition#effectiveMinIsr) and controller cap it at the replica count.
