Review comment:
       It's probably better to make this function synchronized too, to 
emphasize that `currentProducerIdBlock` must be modified under the lock.
   
   Also, why does the initial synchronized block set `nextProducerId` to 
`currentProducerIdBlock.producerIdStart`, while the `generateProducerId` 
function sets it to `currentProducerIdBlock.producerIdStart + 1`
