I can see stopping scrolling at the top and bottom of the lists- that way you would know you need to turn the opposite direction to access the other menu items, but if you're going to treat the list as a circular list and scroll beyond the upper and lower limits, it should be done continuously. The interruption in the scrolling behavior feels like a malfunction- as if the remote were busy doing something else while I was trying to select items on the list.
I think it would feel less like a malfunction if the scrolling either stopped at the limits of the list or rolled over continuously. I'd prefer continuous rollover, but I would consider either an improvement over the present situation.
