I used to see the behaviour you describe in r2090 (although IIRC volume adjustment still worked). One thing I do definitely remember is that when the indicator was red, Settings>Advanced>About didn't respond, and Settings>Advanced>Wireless Network would spin the "Finding Networks" forever. Once the indicator had turned red, you could shut the Controller down but it wouldn't reboot unless you pulled the battery.
This bug was supposedly fixed in r2097. I am now on r2097 and haven't seen it happen since. What you are reporting sounds suspiciously like that bug might have reappeared.
