Okay, I've fully reproduced everything you are seeing with the skin problems in 7.3...
I'm of the opinion that most of the strange things seen with the desktop skin are the result of the new skin switcher code. The blank choose player problem has to do with the wallpaper preview function that is done for each item in the list.
