How about the Symbian S60 platform (mainly for Nokia devices)? One of the reasons that I haven't spent any time trying to build it for my phone is because I thought I would have to do this in isolation i.e. (a) I would have to figure everything out for myself without any interaction or help from the community, and (b) if I did succeed in building something that worked, then I would not be allowed to share it with the community.
