In OS X, the meaning of the ellipsis is "additional information is
always needed to complete the command". In general, the additional
information (how many pages, or confirmation of a dangerous command) is
obtained using a dialog box. But a menu command that would, say, open a
toolbox, should not have an ellipsis (because opening the toolbox *is*
the command).

I don't know what Microsoft specified "..." to mean but it's likely to
be similar to Apple. I just wanted to point out the ellipsis meant more
"more info needed" than "a dialog opens". This may impact any analogy
between ">" and "...".

Now I agree with OP that the interface is somewhat inconsistent - and
made the point elsewhere a lot of its capabilities were "invisible"
(which was acceptable on old players given the limitations of the
display but less so on new players).
