There are several JMeter files which do not have the Apache license header. The license should be added to these files. But I would assume that before we add these headers we need to track down where the file came from and make sure it is actually properly licensed. So if you wrote one or more of these files, please update it (or ask a committer to update it for you). If we still have files without the license, we'll have to work harder to track down where they came from or remove the files from CVS. Many of the files do have an Apache copyright notice, so I don't think we'll have a lot of problems.
For those developers who use Eclipse, see the Wiki (http://nagoya.apache.org/wiki/apachewiki.cgi?JMeterEclipse) for some hints on configuring Eclipse to automatically insert the license for you when you create new files. Other development environments probably have similar settings.
