First step is to upgrade your Java Plug-in and see if that makes the
problem go away.

The version you are running is 2 years old .. current version is 1.4.2

If that does not solve the problem, then upgrade your 7.1 to the latest
7.1.? release

I just tried to install Netscape 7.1 on a machine.

I checked the box to tell it to install Java 2 ... and they started to
download 1.4.0 something.

So I cancelled the install and did *not* check the box ... because I was
afraid that they would destroy my current Java installation. It still
installed and found my local Java 1.4.2 plug-in.
