No. This is unnecessary and, I think, can't be defined as such.
Right now you can color the "half" of the bond any way you want by
coloring the atom at that end. Of course, that means

a) If you are showing the atom as a sphere, you have to have both the sphere and
b) all half bonds coming out of an atom must be the same color.

(although all single-color bonds coming from an atom could be any color, because we CAN "color bonds" already)

If people want otherwise, they are probably using Jmol for something other than molecular visualization. Why would you ever want half the color from the atom coming out at a different color than the atom itself, or half the bond color from one bond different from half the color of another from the same atom. This could not possibly be useful, I think.

It IS interesting, though, to think of specific translucent bonds. Could very nicely depict partial bonds in transition states.

No, please. BONDMODE AND/OR should have nothing to do with this. This relates specifically to which specific bonds are SELECTED for the operation, not whether they are colored half and half or not. If anything, call it something completely different.
