OK, this should all be in 10.x.13 Whew! That took longer than I had 
imagined it would. What was meant to be a minor addition turned out to 
be a full rewrite of the measurement code. But it is MUCH more flexible 
now, and I think you will like it. Your suggested improvements are all 
absolutely excellent. I really like

 set measureAllModels

and the ability to create and delete measurements like that for all 
models. This HAS to be useful!

Well, not quite. I know, it's confusing:

set measurements off  # turn off label only; leave the line
set showMeasurements off  #turn off label and line

the latter works in 10.2 but is broken in 10.3 (probably my fault)

To 10.x.13 I've added:

set measurementNumbers ON/OFF
#as a preferred equivalent to "set measures ON/OFF" (left in for 
compatibility)
#does not persist through file loading (by the way)

set showMeasurements ON/OFF
#as before; DOES persist through file loading (by the way)

and new:

measurements OFF        # doesn't delete measurements; just hides them.
measurements DELETE     # this does delete them
measurements ON         # turns them back on if they are off

Along with this update comes something I've been meaning to add for some 
time:

  measure ALLCONNECTED (carbon) (oxygen)

As an alternative to using a range:

  measure 1.0 2.0 (carbon) (oxygen)

to good effect.

Since now we have a distinction between "OFF" and "DELETE" we also have 
the capability to turn on and off SELECTED measurements. So, for 
example, you can say:

  measure OFF ALL (carbon) (oxygen)

  measures DELETE 1.2 1.5 (carbon) (oxygen)

I do NOT recommend:

  set measureAllModels; measure ALL (*) (*)


Please check it out and see if this does what you want. I've put up a
