I still think it is a bug.

I have come up with a workaround ... a change in the implementation of how
measurements are drawn.

This is certainly true.

Not necessary.

I have changed the code and checked it in.

It will solve Eric's problem and will do the right thing regarding the
display of measurements with respect to models.
