Yes, I replaced every file that was in the src directory to the version
contained in the tar.gz. I then compiled but it didn't work.
I'm checking those files, in particular the one for southamerica, and I found
theese definitions:

Rule Arg 2007 only - Dec 30 0:00 1:00 S
Rule Arg 2008 max - Mar Sun>=15 0:00 0 -
Rule Arg 2008 max - Oct Sun>=1 0:00 1:00 S
I don't know the syntax to tell if the rules are ok. But they should state that
from December 30th of 2007 at 00:00, to March 16th of 2008 at 00:00 (This is
the accurate DST range, not the previous I mentioned below) the clocks should
be forwarded one hour.
Does anyone know if theese rules are ok?

Hi Francis,
Did you download the new version of the tz database, as the
instructions say in tz_update.html? Those files must be copied into
Joda-Time's source tree before rebuilding.
