I don't have a simple test for sending you, because I use a local clock to make 
the assertion ;-)
The bug you mention must be the cause, because the tz file doesn't have changes.

The rules are created by the maintainers of the tz database. I'm going 
to assume they are correct for the moment. Do you have a simple test 
that shows DST is not working as you expect?
