If you can say the girls were wearing warm blouses, I can't imagine that 
"chilly" would be unacceptable, or even incorrect. Unusual, yes -- but in 
this context I think it expresses what Joni wants to say better than "flimsy" 
blouses or "one hundred per cent silk." (And at least if you say it with an 
American or Canadian accent, people will know what the hell you're saying!)
