I notice that this is up to draft -07, but it looks like no one has proofread the output. There are an abnormally high number of editing errors here; to the extent that this document was pretty hard to read.
That has no bearing on adoption though; it's very reasonable for JOSE to grow HPKE support. I do question the specification of two modes. I guess that is consistent with the plethora of modes JOSE already supports, but when you combine that with all the modes of HPKE, this ends up being very complex.
