Speaking both as an editor of this document as a COSE co-chair, I think it's
important to adopt this document so that it can progress in parallel with
https://datatracker.ietf.org/doc/draft-ietf-cose-hpke/. They have already been
informing content and decisions between the two of them. It's my goal wearing
both hats to keep them as aligned as possible (and as simple as possible).
