One should be careful with alignment. The differences between COSE and JOSE can easily make what is sensible choice in one to be something crazy or even impossible in the other. And HPKE seems to be good at poking those differences. So I see goals "as aligned as possible" and "as simple as possible" to be fundamentally in conflict. And I personally prefer as simple as possible for both (meaning as little fundamental and strongly emergent stuff as possible). As an example: Unified mode.
