I'm not exactly sure how you come to the conclusion that "Eclipse 
dropped support for JDK 1.4" but I think this is a misunderstanding.

Fact is that as per the current Eclipse 3.5 Project Plan (for 
"Galileo" to be shipped end June 2009), the Reference Platforms 
still  include Java 1.4.2 -- which means that nightly Unittests
routinely check Eclipse SDK on 1.4:

Moreover, core pieces of the Eclipse Platform - the Equinox / OSGi
and RCP Runtimes, on which you can build your own products -
are built against yet smaller subsets of the Java APIs, such that
they can run on various J2ME profiles such as CDC / Foundation 1.0:

In the Eclipse Platform and SDK, the only pieces that require Java5
or higher are those parts of JDT that actually provide support for
Annotations or the Java6 debugger enhancements.

For other projects in the Eclipse Ecosystem, such as the Eclipse
Modeling Framework (EMF) or the C/C++ Development Tools (CDT),
there are other rules -- these two in fact run on Java 5 only.
If any more details are needed, please check the corresponding
project's project plans. These plans are all in a standard format
which includes the listing of "Target Environments". All Project
Plans must be accessible via the "About this Project" left hand
navbar item that is mandatory for all Eclipse projects. For
