I removed the Ant build files because I was fairly certain that there was
consensus to move to Maven going forward.  Those not too particular to Maven
didn't mind so much since our build is a relatively simple one and we don't
need any 'crazy' Maven customization.

On the IntelliJ files:  I *thought* I did not commit their removal, going so
far as to tell my IDE to ignore them from showing up in the file list
completely.  If they are completely removed from the project, that was not
my intention at all and would have been due to my error.  If that happened I
apologize.

Jeremy or Tim, can you please run mvn idea:idea and tell me if that is to
your liking?  If so, we can just generate those and commit them to SVN
pending final group consensus as to whether or not they should be in RCS...
