This is due to iPlanet 4.1 using Tomcat 3.0 - which in turn does NOT
recompile JSPs automatically. Clearing the cache and restarting is the only
way to convince tomcat 3.0 to start a recompilation.
Tomcat 3.1 does not suffer from this bug (or missing feature as you might
call it ;-). Only question is when tomcat 3.1 will get incorporated into
iPlanet 4.x.
