I've just been testing this... not working. Maybe you've misunderstood me.
Defining jspwiki.defaultprefs.template.dateformat will do just fine, as long as 
one hasn't saved any user settings in his browser. As soon as you do that (no 
matter if via login oder just by saving the settings as an asserted user), this 
preference override the jspwiki.defaultprefs.template.dateformat setting.
The problem now is the drop down box in the user settings dialog, which doesn't 
containt the jspwiki.defaultprefs.template.dateformat setting and regarding 
this issue, doesn't contain the german format.
At the moment it seems as if it has gone worse? In the last versions, one could 
select from a huge list, and now I see only three more entries.
