I think this is a normal behaviour.
If an admin changes any of the default preferences in jspwiki.properties, they 
will not be forced upon the user since cookies will still be setup to previous 
values.


Your last comment w.r.t. only 3 entries : the jspwiki.properties  was  not 
commited properly by Eclipse.  
Need to fix that.
