I don't think it matters what organization it happens in so long as the
folks actually organizing it are responsible for it.  I also don't see why
there shouldn't be multiple workshops if the JUG wants to organize its own.
I've learned that such things are more about scheduling than patriotism.
Schedule them at different times and you'll get different crowds.
