IDEA (the best IDE on the planet) has a "vi" plugin and probably does Eclipse.
Save your money and use CVS (https://www.cvshome.org/) or Subversion (http://subversion.tigris.org/). Both have tons of 3rd party support and run everywhere. Lots of good books about them floating around as well (http://www.pragmaticprogrammer.com/bookshelf/index.html)
We're converting over to using Subversion and any new project starting up would save a lot of time and hassles by not using CVS (or any other file-based source code control for that matter).
As much as I like open source, there's no reason to reject commercial alternatives out of hand. If you can save money by purchasing a commercial product, either because it saves you time or hassles in the long run then that's a good investment.
