Andrew's branch has indeed fixed the bootstrap private IP on HP.
CI now encounters this bug doing deployments using 1.17.0. In the
past, we saw this bug only happening with upgrades.

I cannot deploy mysql on HP using 1.17.0. I see the same behaviours
reported by CI. While there is certainly a regression in behaviour,
the faullt might be the mysql charm. It might be doing something that
has worked by more by accident than by design.
