code guidelines are like politics - the gain comes from consistency in 
numbers, not from being "right" in all respects.

so (1) these seem fine to me, for what it's worth, and (2) making them 
popular is critical to them being useful.  go (the language) seems to have 
had a lot of success with a tool that re-formats code to a standard (called 
gofmt).  perhaps julia would gain from something similar?
