I can volunteer to solicit input from Jody Garnett, who is on the OSGeo Incubation committee, and is mentoring deegree & GeoNetwork.
His current words of advice are to fill out the Incubation questionaire, and make sure everything has good answers. This might be a good framework to carry out the work that Landon suggests. I can also talk to Vivid, if required, to make sure they are at least not going to be actively hostile.
