OK, in the english translation, I removed the part relative to which 
features are processed (which is explained on the right panel).
ui.plugin.analysis.OffsetCurvePlugIn.description = Offset 
lines.\nPositive offset is on the left of the oriented line while 
negative offset is on the right.
The description is the same for the "whole layer" case  and for 
"selected features" case.
Don't know if you need to adjust finnish translation

I changed to "Map Decorations" for the view submenu (Peppe, ok with that 
and ready to translate ?), but did not change "Decoration" to Line 
decoration in the Style dialog as it appears in a tab title, where I 
think shorter is better.
