Aside from building a filter, bank on Juniper to fix this as they said they would earlier in this thread. On the Cisco side, seems like IOS (and by extension, IOS XE) are likely broken. IOS XR seems to be working, but I can't say for sure. Need to query someone with clue at Cisco.
