I would first release a java 1.4 version. Even though jWebUnit runs outside a container, it will benefit from at least 1 version that is still 1.4 compatible.
If you want to maximize the number of downloads, then 1.4 should be your target. A new jWebUnit version (2.0?) could also use JUnit 4 as a basis and leverage annotations.
