OK for all, except JUnit4, because Maven still doesn't support it. But as soon as Maven will be ok with it, I will move to JUnit4.

I would first release a java 1.4 version. Even though jWebUnit runs
outside a container, it will benefit from at least 1 version that is
still 1.4 compatible.

If you want to maximize the number of downloads, then 1.4 should be your target.

A new jWebUnit version (2.0?) could also use JUnit 4 as a basis and
leverage annotations.
