This is really weird. I can't find the setting, either, but my one POP account *behaves* the way you describe, certainly that's the way I want it to behave.

I believe that there used to be such a setting, since I remember setting up this account that way, and so I'd guess that the control for that setting got lost in some update.

I'm running 4.903 on an unrooted Nexus 7, Android 4.4.2.
